1. The Peer Review Results

Overall, the report presents a satisfactory overview of the MM SEB Tel-U self-evaluation and self-check on its quality of management education. However, there is still rooms to be improved. Some missing information and evidence with English version material would be helpful for the PRT members to further assess the quality of education and research provided by the School is in accordance to the ABEST21 accreditation standards.
The Self-Evaluation Report is prepared for the Master of Management Program at School of Economic and Business, Telkom University, Bandung, Indonesia (MM SEB Tel-U). The program has started in 1990 in co-operation with Asian Institute of Management (AIM), Manila, Philippine until 1995. Previously, the program is called MBA Bandung before the merger (before July 2013) of four higher education institutions under Telkom Education Foundation.
Other than MM SEB Tel-U, SEB which is formerly under Telkom Institute of Management before the merger took place, is also offering bachelors in ICT Business Management and Accounting.
Currently, the MM SEB Tel-U has six concentration programs and students need to take at least 45 system credits units (SCU) comprised of Foundation Module (12 SCUs), Functional Module (15 SCUs), Elective Concentration Module (12 SCUs), and Thesis (6 SCUs).
As per Accreditation Plan main SER report for MM SEB Tel-U is considered to carry out satisfactory management educational program. Tel-U has submitted the self-evaluation based on ABEST21 Accreditation Standards. Tel-U is one of the private higher learning institutions in Indonesia, located in West Java, province of Indonesia which offers MM (equaling-MBA program). The MM of Tel-U is accredited an A grade from the BAN-PT. The MM of Tel-U has distinguished issues, problems and examined strategies for finding solution by doing gap analysis for best practices.
A comprehensive SWOT analysis with the consideration of the external and internal factors involved had been carried out. The School is clear on its strengths, weaknesses, opportunities and threats in which it has lay out the direction of the action plans on the MM SEB Tel-U in order to achieve its mission.
The action plans has been identified and categorized into 4 main areas, namely on the institutional development, quality improvement of learning process, quality improvement of faculty, and quality improvement of students.
The School had tried to relate this issue with student as a human being by laying out several efforts by considering the aspect of human nature of the students in developing the management education. The School had considered the student’s diversity in terms of time availability, intelligence, expertise, skills, experience, financial condition, social orientation, and social environment. Thus, MM SEB Tel-U had been implemented by giving several form of variations in schedules, delivery methods, financial aids, group case study discussion, and adding local wisdom in the learning process.
MM SEB Tel-U had been in collaboration with a number of institutions in the ICT industry, namely Telkom Corporate University (TCU), Young Entrepreneur Academy (YEA), Epsilon Solusi, Adskom, and TechinAsia (TiA). The School had been collaborating with these industry players for case writing activities, sharing session on recent development and management practices in ICT industry, building leadership and entrepreneurial program for students, conducting trainings and workshop, collaborating in research activities and seminars.

With these reviews combined, we conclude our evaluation as follows.
“The Program’s educational and research activities generally satisfy accreditation standards.
The Program’s Quality Improvement plans are good and quality maintenance and prospects for theimprovement of education and research are promising.”

2. The Period of Quality Assurance

Accreditation commences from April 1, 2016 to March 31, 2021 for a five-year period.

3. Good Practices in Management Education

Uniqueness:
All of MSU BS’s programmes have the following unique features:

• ICT Curriculum

High level of internationalisation;

MM Tel-U is the only master of management program in Indonesia which has a concentration program in ICT business management (MM in ICT Business Industry or MM Biztel).

23% of students take program concentration of MM biztel.

Currently MM Tel-U is developing MM Digital Leadership program. This program will give you the ability of corporate leaders in transforming the business into digital technology-based companies.

73% of students are from the ICT industry.

• ICT Based Learning Process

MM Tel-U has implemented a blended learning process in MM Biztel Program. Part of the learning process using synchronous process through internet media

Currently MM Tel-U is developing digital learning materials that can be used in asynchronous learning process.

PRT Comments:
The School’s direct connection with industry (especially the ICT industry) is definitely one of the uniqueness of the MM program offered. However, the School needs to elaborate more on this note as the current SER is not clear enough. Initially, the School claimed that application of the Triple Helix concept is the main point that differentiate its MM program with the other programs. However, it was not evidenced in any of other Sections of the submitted SER. Thus, the School needs to revise or rewrite this section and state the uniqueness that can be proven in all aspects i.e. curriculum, research, etc. One main aspect that needs to be considered for the school’s uniqueness is the used of information technology in the learning process and find a proper name for its uniqueness. So, if we may suggest, the uniqueness of the MM SEB Tel-U is an “SYNCHRONOUS AND ASYNCHRONOUS LEARNING” rather than the Triple Helix concept approach.
So that, the School should develop and proven that the application of the SYNCHRONOUS AND ASYNCHRONOUS LEARNING concept as the main point that differentiate its MM program with the other programs. The school also should show the evidences in any of other Sections of the submitted SER about this uniqueness. The School needs to revise or rewrite this section and state the uniqueness that can be proven in all aspects i.e. curriculum, research, learning process, learning facilities, etc.

Good Practices:
“Synchronous and asynchronous learning process”

MM Tel-U used a distance learning facility and iDea application to support the learning process such as synchronous and asynchronous learning, online exams, thesis supervision and group discussion. So the titled of Good Practice in Management Education is applying the “Synchronous and asynchronous learning process”.
Application of the Triple Helix concept as it claimed as MM SEB Tel-U’s uniqueness can not be proven in all aspects i.e. curriculum, research, etc. The title of Good Practice will need to be revised to include the School’s direct connection with the industry, especially in the ICT industry.
One main aspect that needs to be considered for the school’s uniqueness is the used of information technology in the learning process and find a proper name for its uniqueness. So, if we may suggest, the uniqueness of the MM SEB Tel-U is an “SYNCHRONOUS AND ASYNCHRONOUS LEARNING” rather than the Triple Helix concept approach.
Reasons for selecting the title stated above
MM SEB Tel-U had been in collaboration with a number of institutions in the ICT industry particularly for case writing activities, sharing session on recent development and management practices in ICT industry, building leadership and entrepreneurial program for students, conducting trainings and workshop, collaborating in research activities and seminars. It had been clearly explain how the School’s mission statement includes developing experts, i.e. using networking and stakeholders’ capabilities in information and communication technology industry. Other than information and technology support systems as mentioned (e.g. iGracias, iDea, mailing list, Online Memos), the School eager to be perceived leading in the application of ICT in the education process.
SEB MM is the only MM program in Indonesia which maximizes the concept specifically in the ICT industry in Indonesia. Because of the uniqueness of the program which has major contribution from the ICT industry players.

4. Matters to be noted

The School had defined its mission statement clearly. However, why did the School chose to use the word “international reputable leaders” to be nurtured? It can be misunderstood by the meaning of the word. An international reputable leader is for me, a leader from abroad. Maybe the word “internationally” is more suitable in this case. Based on overall evaluation, the school should focus on in accomodating school’s mission statement particularly to “nurture international reputable leaders” in educational as well as research program i.e. learning goals, management currila, international students profile, students admission, faculty sufficiency and qualification, responsibilities of faculty members.

  2. Clarification of the mission statement for SEB MM on the "international reputable leaders". The development and revision of the mission statement processes. Stakeholders’ involvement in the processes.
  3. Work plan budget of MM SEB Tel-U and long term financial strategy of the School.
  4. The impact of the shortening maximum length of study (shorter by 1 year) and compulsory credits for master program to be increased to 72 credits on MM SEB Tel-U. What is the School’s plan on this matter?
  5. To learn more on the School’s curriculum review cycle.
  6. Elaboration on the student selection process, target population and target profile of students.
  7. The KK (the road map) of the School.
  8. Why there is only 3 quality objectives that is being targeted for improvement? What does the percentages represent?
  9. To view or look at the examples of the asynchronous based digital learning material, iGracias, Idea, Online Memo, brochure in English for SEB MM with the LG and LO, and etc.
  10. To visit the classroom, learning room, full-time faculty member's individual office, library, etc.
